In most countries, people trust their regulatory agencies and have very high rates of vaccination through voluntary programs.
School districts must engage parents, teachers and local communities in creating a Local Control and Accountability Plan (LCAP) These plans describe goals and specific measures the district will take in each of eight state priority areas, including providing students with access to required areas of study such as the arts.
In 2001, the California Board of Education set standards at each grade level for what students should know and be able to do in music, visual arts, theater, and dance, but a statewide study in 2006, by SRI International , found that 89 percent of K-12 schools failed to offer a standards-based course of study in all four disciplines.
The Arts Education Partnership reports that students from low socio-economic backgrounds, English language learners, and students with special needs—often underserved in public schools—show the greatest relative improvement in academic achievement when participating in the arts.
Designated by Congress in 2010 through House Resolution 275 , the celebration is designated to bring attention to this cause for elected officials and educational decision makers across the country and to support equitable access to the arts for all students.
