Certainly an engineering approach is less than ideal for open ended problems, and it seems fair to say that technical education promotes political ignorance. But up until now, we lacked the tools to show us where (and how) arts education is offered across the state.
Adult literacy although strictly not within the formal system has a great influence on the quantity and quality of education in the formal system. Fights over charter schools have become commonplace, but the one being waged right now in Massachusetts — which has long had as fine a public education system as any state in the country — isn’t your ordinary battle. An effective education in the fine arts helps students to see what they look at, hear what they listen to, and feel what they touch. Skills and Careers includes programs that support artists and arts professionals who want training or professional and career development. The complication and the problem of organising and administering non-formal education is yet another reason for the neglect.
